Accounts Receivable Clerk 1 - Budget and Financial Department

Accounts Clerk I (Central Farm)

Duty Station: Central Farm Campus

 Summary of Responsibilities: The Accounts Receivable Clerk I is a member of the accounting team responsible to ensure the accurate collection and recording of Campus income and tracking of outstanding revenues.  He/she works closely with Accountant (Receivables) to ensure appropriate accounting control procedures.

Duties and Responsibilities

  1. Ensure the proper recording of collection and deposit of all funds for the campuses are done on a daily basis;
  2. Work closely with the Accountant Receivables and hold over during his/her absence;
  3. Assist in the supervisory of Accounts Receivables staff;
  4. Prepares and issues invoices to students and other revenue sources on a timely manner ;
  5. Produce needed reports from student accounts system for reporting purposes;
  6. Maintain an updated electronic record of the students account in the software provided;
  7. Prepares a statement of arrears of student accounts on a periodic basis preferable around mid-semester;
  8. Provides a monthly aging of accounts receivable and initiate collection efforts;
  9. Analyses, investigates and correct accounting entries as needed;
  10. Maintain good accounting practices to ensure accurate and reliable data necessary for business operations;
  11.  Assist in the orientation and registration process for students;
  12. Ensure the confidentiality of all matters relating to the University;

 

Educational Qualifications:

  • Associates Degree in Accounting, Business Administration or Business Management;
  • Minimum of 3 years’ work experience in accounts receivables;
  • General accounting experience would be an asset;
  • Proficient in the relevant computer applications (Xenegrade, QuickBooks and Microsoft Office).

 Skills:

  • Solid understanding of basic bookkeeping, accounting receivables principles, and general accounting procedures

SUMMARY OF RESPONSIBILITIES

 The Dean is a senior manager of the University and is the Executive Head of the Faculty concerned and, as the academic leader, is responsible for the strategic positioning and pursuit of the strategic goals of the Faculty as derived from the Transformational Plan 2017-2022.  The successful accomplishment of these aims requires the appropriate support service delivery by the relevant offices of the University. The exercise of leadership and managerial responsibility includes:  

  • Positioning the Faculty within the national educational policy framework; 
  • Positioning the Faculty within the core business of the University with regard to teaching, research, and outreach/community interaction; 
  • Curriculum review and development to meet national needs, developing and driving the research agenda of the Faculty, seeking external funding opportunities, promoting the Faculty’s work through effective outreach;
  • Quality management in the Faculty: students, curriculum, examinations, quality review, progress on accreditation, etc.;
  • Ensuring the well being of staff and students within the Faculty environment;
  • Semester and annual reporting as a minimum, of the Faculty’s performance to the President and Vice President;
  • Participating and contributing to the senior management deliberations of the University on a regular basis;
  • Achieving the enrollment, graduation and financial management targets of the Faculty; 
  • Marketing the Faculty nationally, regionally and internationally.

  DUTIES & RESPONSIBILITIES

 TEACHING AND LEARNING  

 The Dean, in consultation with the Vice-President and with the support of the relevant service divisions is responsible for the effective and focused implementation in the Faculty of the teaching and learning policy and strategy of the University, and for establishing the necessary structures that will ensure that the academic offerings of the Faculty are both relevant and of a high quality

RESEARCH AND INNOVATION

 The Dean, in consultation with the Vice-President and with the support of the service divisions reporting to these functionaries, is responsible for the effective and appropriate implementation within the Faculty of the research projections of the Faculty, and for setting up the necessary structures that will ensure that the research in the Faculty is relevant and of a high quality.

SERVICE TO THE COMMUNITY

 The Dean, with the support of the service divisions is responsible for managing service to the community as an integrated part of the teaching and research activities of the Faculty; and creating and maintaining the necessary structures in the faculty by means of which effective and relevant service and outreach can be delivered to the community. 

  FACULTY/STAFF

  The Dean, in consultation with the Vice-President is responsible for the effective implementation of the human resources plan and strategy of the Faculty. 

  FINANCE

 The Dean, with the support of the Division of Finance, is responsible, in terms of the financial management principles and financial policy of the University, and the operational balance of the Faculty, for the effective and transparent management of the finances of the Faculty. 

  INFRASTRUCTURE AND OTHER ASSETS 

  The Dean, with the support of the relevant support service environments, is responsible for the effective management (use and maintenance) of the infrastructure and other assets of the Faculty. 

  STUDENTS 

 The Dean, with the support of the relevant support service environments, is responsible for the management of or the execution of actions and processes with a view to recruiting and retaining new students in accordance with the enrolment planning objectives of the University; welcoming new students and providing orientation with regard to the activities of the Faculty; mentorship, guidance and counselling of all students; promoting successful study habits by its students;  promoting the value systems of the University; and Creating and maintaining effective communication with faculty/staff and students. 

  PROVISION OF INFORMATION 

 The Dean is responsible for periodic reporting to the President on the activities of the faculty/ staff, teaching research and outreach, the ways in which finances and facilities are obtained and applied, and on meeting the goals of the University’s action plan.   

  Promotion of Quality

  Development of systems of evaluation and continuous reviews of quality assurance within the Faculty including syllabi development, peer evaluation, student evaluations, review of teaching methodologies and techniques, reviews use of library resources and technology, monitoring of internship programs, ensuring full adherence to University academic and non-academic policies and student oriented service

SECONDARY ACTIVITIES

 The Dean is a member of the Academic Council; is the chairperson and chief executive authority of the Faculty Board and of the Faculty Committee of the Faculty Board (where it exists in the Faculty concerned).  As the Chief Executive Officer of the Faculty, the Dean carries the final responsibility for delegated management decisions for which the Faculty has power of disposal. The Dean is accountable to the President or his delegate, exercising the delegated coordinating competence on behalf of the President whenever agreed upon. With regard to functional responsibility, the Dean reports directly to the Vice President. The Dean is involved in filling of posts or the promotion of academic staff in the Faculty concerned.  The Dean is supported in this function by the Division of Human Resources in order that the University’s regulations, guidelines and policies with regard to appointments and promotions are complied with and especially with regard to the maintenance of quality and transparency; The Dean concludes an annual work agreement with the Vice President according to which performance is measured; and has managerial authority over all faculty/staff in the Faculty in terms of policy approved by Senior Management.    This   managerial authority is exercised for the improvement of the Faculty’s performance with regard to the strategic management indicators, as agreed upon in terms of the Dean’s work agreement and contained in the Faculty’s business plan. 

  JOB QUALIFICATIONS 

  • Minimum of a Ph.D. Degree in a field directly related to the Faculty;
  • Strong research and development experience;
  • Experience in teaching in the relevant areas of the disciplines of the Faculty;
  • Experience in academic, professional administration;
  • At least 10 years in a senior academic administration or leadership position.

Department: Public Safety Department

The Public Safety Officer is responsible for maintaining security on the University of Belize compound including all assets on campus, working with his/her colleagues. He/she reports to the Supervisor, Public Safety Department on an on-going basis.  

Specific responsibilities include but are not limited to:

  1. Maintains security for all UB student, staff, faculty and visitors while on the University’s compound;
  2. Maintains security for all bicycles, motorcycles, vehicles and boats parked on the University of Belize’s compound by patrolling the entire estate;
  3. Conduct searches on person(s) and vehicles to interdict illegal possession/activities;
  4. Restrains any person(s) who may cause any altercation on the University’s premises;
  5. Guard dispatch vehicle to transport valuables so as to prevent theft and ensure safe delivery;
  6. Submit incident report to Chief of Security on any incident that may occur during his/her respective tour of duty;
  7. Responsible for the safe operation, handling and security of weapon assigned;
  8. Responsible for assisting in the implementation and execution of emergency procedures in case of an emergency (medical, natural disaster, or otherwise);
  9. May be assigned to any other UB Campus locations in other Districts from time to time.

Job Qualifications

  • Three years of demonstrated, successful experience as a Security Officer.

An equivalent combination of education and experience will be considered.

  • Basic CPR skills would be an asset.

UNIT/DEPARTMENT MISSION

The mission of the Registrar’s Office is to assist the University in achieving its educational goals by maintaining and providing accurate records through a Records Management System, by providing an effective admission and registration process, timetables of classes and examinations, implementation of any approved examination process and by evaluating students’ academic progress according to established curricular requirements in compliance with academic policies, the publication of approved examination results, the effective management of student records, the publication of the academic catalogue, rules, regulations, etc.

SUMMARY OF RESPONSIBILITIES

The Registrar oversees all operations of the Registrar’s Office as well as the hiring, training, evaluation and development of Registrar’s office staff. The Registrar collaborates with other campus leaders to design quality student services and protect student and university records.

DUTIES AND RESPONSIBILITIES

Direct, mentor, guide and evaluate Registrar’s staff; work in collaboration with the office management staff to establish direction, priorities and goals, provide leadership and oversight in developing office policies and procedures to continuously improve services provided by the Registrar’s Office and Admissions, including:

  • Performing incoming transcript evaluations and admissions records, acceptance letters, maintaining effective registration processes, all course and examination timetables etc;
  • Processing of grades and publication of exam results;
  • Certifying and reporting enrollment data;
  • Producing diplomas, transcripts and other records of student’s performance;
  • Help to coordinate Graduation ceremonies;
  • Delivering UB transcripts upon students’ request;
  • Management of the University Student Evaluation Records Systems and other Records of the University;
  • Make data-informed proposals and recommendations to contribute to the overall goals of the office, the Vice President and the University;
  • Oversees the development and publication of the annual academic calendar;Work with Deans to develop and implement academic policy and curriculum;
  • Function as the primary University data custodian for student academic records with responsibility for setting and implementing appropriate planning and policy-level standards;
  • Serve as the main resource to University departments and campus officials for institutional policies and practices relating to student progression and academic records;
  • An essential team member at all faculty meetings and academic council meetings to provide guidance on academic processes and policies.

 SECONDARY ACTIVITIES:

  • Direct budget preparations and internal allocations for the Registrar’s Office;
  • Participate in professional development activities in national professional associations relating to University Registrars;
  • Serve on University academic and administrative committees and in other capacities as skills and competencies are needed or directed by the President and/or the Vice President.

JOB QUALIFICATIONS

  • Minimum of a Master’s Degree required in Educational Administration or a related discipline in Institutional Management/ Administration; a doctoral degree in a relevant area will be an asset;
  • Minimum ten (10) years’ experience in a college/university leadership position responsible for student services, admissions, registration, examination, graduation and student records, etc.;
  • Record of growth in professional responsibility that demonstrates logical analysis, problem-solving, innovation, and leadership; ability to analyze data and use statistics for inferences and actionable decisions;
  • Ability to move the office forward in the development of the University through effective outreach to other University areas especially the Faculty, Finance, Human Resources and Physical Faculties so as to promote student learning outcomes; ability to change culture; a clear understanding of trends, policies, and regulations related to the students’ progression, academic records environment; and compliance with approved University policies;
  • Significant experience in the adoption and use of technologies to increase productivity and accountability within the records office; advanced understanding of relational database and ERP systems, including integration of self-service, learning management, and degree audit systems in a complex university setting;
  • Demonstrates understanding and use of technology to deliver services;

Student Financial Advisor - Budget and Financial Department

Student Financial Advisor 

 

DUTY STATION:               Belmopan                                 

 

SUMMARY OF RESPONSIBILITIES

The Financial Advisor provides financial aid counseling to students and parents regarding the funding process and provides information on available programs, procedures and eligibility. Evaluates students’ requests, payment plans, academic processes, and assists in the processes related to the collection of tuition and fees each semester, while supporting the UB in obtaining new financial support mechanisms for our students

DUTIES AND RESPONSIBILITIES

  • Provides advice and counsel about available funding opportunities, eligibility requirements and the application process to students and parents; analyzes and evaluates financial aid eligibility for students;
  • Exercises professional judgement in recommending students for internal scholarship opportunities through the Office of Student Affairs / Office of Institutional Advancement;
  • In collaboration with the Office of Institutional Advancement and Student Affairs, maintains a database of scholarship/ bursaries and loan schemes available to students;
  • Maintains a database of scholarships/ bursaries/ student loans awarded to students and prepares any required financial reporting due to third-party sponsors;
  • Collaborates with Marketing & Communication to ensure scholarship and loan opportunities are adequately advertised on campus and within the community;
  • Participates in campus events geared at heightening students’ awareness of scholarships/bursaries/ loan opportunities, such as orientation, semester kick-off, etc.
  • Liaises with the banking institutions and private sector funding agencies so as to assist students with compiling the necessary paperwork to meet the eligibility criteria;
  • Actively seek additional support the President in identifying new funding opportunities so as to provide financial assistance to UB students;
  • Sits on the selection committees for all scholarship/bursary applications at UB;
  • Monitors students’ performance to ensure compliance with scholarship requirements;
  • Assists with following up with current students to collect on amounts outstanding;
  • Assists with the periodic evaluation of the internal scholarship opportunities so as to optimize student participation and ensure eligibility criteria are updated as necessary;
  • Assists as necessary with reconciliation of third-party payer’s receivables and provides support to the Accountant-Receivables.

JOB QUALIFICATIONS

  • Bachelor’s Degree in the Management Sciences or equivalent;
  • Minimum of 5 years’ work experience in a people centered, financial sector;    
  • Financial Management training and experience would be a distinct asset;
  • Proficient in the relevant computer applications.
